"Equal opportunities for people with disabilities? A quantitative analysis of the effects of activation and support measures in 22 European countries"

Current disability policy within the EU is characterized by a shift toward activation measures that aim to promote the integration of disabled persons in employment in the mainstream labor market. Such measures are combined with tightening of traditional support measures for disabled persons. The present study aims to test the effectiveness of these measures, in terms of their ability to promote the chances of employment of disabled persons within the EU. To do so, we conduct a quantitative cross-sectional, comparative, multilevel analysis on micro-level data from the Eurostat Labour Force Survey, in which the association between national disability policy and the chances of employment of disabled persons is examined in 22 European countries. Using indicators of both global labor market policy and specific measures targeted at disability, our findings suggest that activation measures are not associated with greater chances of employment for disabled persons, and may even undermine them. Conversely, more generous support measures, particularly benefits in kind, were associated with greater employment. Implications for theorizing and disability policy are discussed.
